In the summer of 2016, Metra hired California-based Four Nines Technologies to study Metra’s fare structure, determine opportunities for changes and develop a model to help Metra evaluate the potential changes. Their work included conducting a survey of Metra customers last spring and holding a workshop with the Metra Board of Directors last month, during which Board members selected several proposals to present to the public for their additional feedback.
Based in part on survey results and discussions with Metra’s Board of Directors, following are the proposed changes being considered for Metra’s fare structure:
- Create a Day Pass - Allows for unlimited travel between any two zones, available on the Ventra App, and priced at the cost of two One-Way Tickets.
- Offer discounts for riding during non-rush hour (off-peak) times – Non-rush hour trips to/from downtown stations could be discounted perhaps by 50 cents to $1 for each one-way trip. Discounts would be available for One-Way and 10-Ride tickets.
- Create a unique fare zone for downtown stations – Redefine the inner zones so Zone A covers only the six downtown stations in Chicago’s Central Business District. The other stations currently in Zone A would be assigned to Zone B, allowing riders to take longer trips within the city of Chicago for the price of a one-zone fare.
- Merge the outermost fare zones to simplify the fare structure – The new Zone J would include the 10 outermost stations so fares would be capped for trips exceeding 45 miles.
- Address pricing inconsistencies due to indirect track configurations – Some stations would see their fare zones reassigned to address instances where nearby stations have different fares.
- Standardize incremental fare zone charges to simplify fares – Change the zone incremental charges so they are consistent for all zones. For example, currently the incremental charge for traveling from Zone B to Zone C is $1.25, while the incremental charge for traveling from Zone E to Zone F is $.50.

Fare Study Survey Results – In early 2017, the study team conducted a survey to obtain the public’s feedback on possible changes to Metra fare structure and products. At Metra’s April Board meeting, Four Nines' staff, in conjunction with Metra staff, presented the results of the survey. The recommendations to extend the Weekend Pass to Friday evening and to change Metra’s reduced fare policies were eliminated from the study after further discussion with Metra’s Board and public feedback.
