Thomas Andreoli

General Counsel

Thomas Andreoli joined Metra as its General Counsel in March 2024. At Metra, Mr. Andreoli focuses on developing and implementing the legal support required to enable Metra to deliver safe, convenient, and economic regional rail service to its Chicago-area customers and stakeholders.

Mr. Andreoli brings two decades of experience as a railroad industry attorney to Metra, beginning as outside trial counsel at an AmLaw 100 firm and serving more recently as a legal Vice President for one of the nation’s Class 1 freight railroads. He has demonstrated the ability to lead highly collaborative and effective legal teams, to provide actionable strategic counseling, and to achieve positive resolutions of legal disputes. Legal teams including Mr. Andreoli have won mission-critical railroad industry cases involving property rights, federal preemption, and common carrier law.

Prior to joining Metra, Mr. Andreoli served as Associate General Counsel for Heartland Alliance, an international human rights organization. Prior to his legal career, Mr. Andreoli served as chief policy advisor to Mayor Richard M. Daley and an associate editor at Crain’s Chicago Business.

Mr. Andreoli has served on the boards of Partnership 4 Kids and the Red Cross and as a member of the President’s Leadership Council at the Field Museum of Natural History. He has degrees from the University of Texas at Austin, Northwestern University, and Loyola University Chicago.
